Description
The Border Management Task Force (BMTF) Advisor Program provides advice, training and leadership to Border Crossing Point (BCP) authorities on the topics of management, customs operations, customs enforcement/compliance procedures, customs revenue generation and immigration inspection activities. This training activity involves the Afghan Customs Department (ACD), the Afghan Customs Police (ACP) and the Afghan Border Police (ABP).
Advisors are considered as "Key Personnel, Government Civilian" in connection with "Non-Combatant Evacuation Orders" at the civil service grade indicated on their Letter of Authorization (generally GS-13 equivalent). Advisors will be tasked to various locations in Afghanistan based on the needs of the position.
Duties and Responsibilities
Apply expertise and experience in the areas of customs and border management, especially regarding the detection of contraband, identification of and disclosure of new concealment techniques and methods utilized by smugglers.
Utilize the latest techniques and technologies to strengthen Afghan border security efforts and develop Afghanistan's border management capability.
Apply in-depth understanding of the challenges associated with working with host nation counterparts and guiding them through new concepts and procedures that may be foreign to previously accepted behavior.
Observe and work closely with Afghan counterparts regarding development of policies and procedures for border management, assist with or draft reports documenting cross-border trade, identify patterns regarding shipments of illicit materials or equipment, and provide relevant reporting on routine and time-sensitive issues.
Develop inspection and reporting strategies for dealing with cross-border trade and customs violations, to include smuggling of narcotics, explosives and other illicit materials.
Incumbents further work to identify training requirements for Afghan border management entities and personnel, and provide training in field and classroom conditions.
Conduct security risk assessments of the BCPs, analyze pedestrian and traffic control patterns and provide BCP management the technical assistance to correct deficiencies.
Conduct regular coordination meetings, as well as "ad hoc" meetings, to facilitate the exchange of information and develop Lessons Learned, identify Best Practices, and provide suggestions for generally enhancing Program effectiveness.
Submit various reports to capture daily activities, contact data, resolutions to problems encountered, and ideas to develop new initiatives to enhance the program's execution
Conduct liaison with US, Afghan Coalition and other relevant stakeholders to improve cooperation and coordination with other local/regional customs and border management agencies.
Identify and monitor key measurable indicators of Advisor Program progress and effectiveness as it relates to the Afghan Customs Department (ACD) and the Afghan Border Police (ABP) operations within the Border Crossing Point.
Identify training needs for inspection and detection techniques, based on best practice, for the on-site border ACD personnel.
Assist the ACD, ACP and ABP in developing a risk management program that incorporated best practices in conducting risk assessments and targeting techniques for border enforcement.
Liaise with military and government officials within the scope and performance of their duties.
Other duties as assigned by DHS/CBP and Private Sector Management and senior FedSys management.
Knowledge, Skills and Abilities
Strong oral and written skills in English.
Ability to work in a high-stress, rapid paced environment requiring the provision of high quality reports, and other products and services on short notice.
Must possess a good understanding of Islamic and Southwest Asia culture, the ability to comprehend and analyze complex issues regarding the border management in Afghanistan, and the ability to transcribe such analysis into well-written reports and recommendations.
Must possess an in-depth understanding of the challenges associated with working with host nation counterparts and guiding them through concepts and procedures that are new, and which may be counter to previously accepted behavior.
Demonstrated capability of mentoring foreign nationals.
Demonstrated capability for providing high-quality analysis, formulating and communicating effective recommendations for development of host-nation counterparts, and implementing strategies at the tactical level.
Ability to work well in groups, as well as the ability to work individually with the Program Manager, Afghan officials, senior U.S. government and Coalition military and civilian officials, and/or other relevant individuals on daily tasks and duties.
Knowledge of political activities in the Southwest Asia in general, and Afghanistan specifically, is highly desired.
Must have the ability to successfully complete medical exams/screenings required by the U.S. government to obtain and maintain a deployable status throughout employment.
Interface
The incumbent will interact with Afghan officials of the Afghan Border Police and Afghan Customs Police, as well as US and Coalition civilian and military personnel in the conduct of their daily duties and responsibilities. Advisors may be called upon to brief senior US, Afghan or Coalition officials regarding border management issues. The Border Advisor reports directly to the in-country Program Manager in the conduct of his or her duties and responsibilities. The Border Advisor does not serve in a supervisory position.
Security Requirements
You must be able to successfully pass a background and drug screening as a condition of employment. Physical Demands
Border Advisors generally work long days in primitive conditions, and experience climates that include periods of extreme heat or cold while serving at BCPs. Advisors frequently are required to sit and use hands along with fingers, to handle or feel, stand, walk, reach with hands and arms, climb or balance, and stoop, kneel, crouch or crawl. Border Advisors may frequently lift and/or move up to 50 pounds or more. Specific vision abilities required by this job include close vision. Further, they routinely are required to wear heavy personal protective equipment (PPE) and carry U.S. Government-issued firearms in the conduct of their duties. When travelling, Advisors are expected to be able to hand-carry their personal items and equipment, to include military duffel bags.
Work Environment
The work environment at Border Crossing Points (BCP) in Afghanistan is primitive, and typically outside. Advisors serve alongside their Afghan counterparts at BCPs, were commerce is inspected and documents are reviewed. BCPs have support and storage buildings, and some instruction may take place indoors; however, the majority of the work is in the elements. Life support for Advisors is provided at nearby Military Forward Operating Bases (FOB) or Civilian compounds that provide secure living conditions. Movement to and from BCPs is via Military or civilian armored vehicles.
Educational / Work Experience
Either a Bachelor's degree (preferred) or extensive training and experience relevant to customs and border management is required.
Minimum of two years' experience in Integrated Border Management within one or more of the following disciplines is required:
o Customs, Immigration, Border Interdiction, Counter Narcotics, Revenue, Capacity Development, Military, and/or Threat Finance.
Minimum one year of experience working on the BMTF program is required.
Background and work experience with U. S. border control or customs Agencies/Departments is highly desired but not required.
Experience as a customs or border management Advisor, advisor or liaison outside of the United States is highly desired but not required.
Supervisory experience with U. S. border control or customs Agencies/Departments is highly desired but not required.
Experience as a customs or border management Advisor, advisor or liaison outside of the United States is highly desired but not required.
An understanding of Pashtun and/or Dari -- even at the rudimentary level -- is desired but not required.
Experience as an instructor is desired but not required.

General Summary
Assists the Township Clerk in managing operations in the Clerk's Office relative to all elections including planning, training, coordinating and overseeing all aspects of Township, County, State, and Federal elections.
Job Responsibilities and Duties
Clerical Duties
Answers: phones, public inquires providing information and assistance regarding elections, policies, and general office procedures.
Distributes: notices and required information including letters to Election Commission, Canvassing Board and newspapers to notify them of meetings, elections, etc.
Assists: the Clerk's Department with validating petition signatures, issuing and recording absentee ballots.
Prepares: election calendars, election notices, election worker letters, election forms and petition packets.
Maintains: inventory of election materials and orders materials needed for elections. Updates voter files by making name and address changes, cancels registrations; military and overseas voters.
Control and Technical
Arranges: election facilities which include delivery, setup and pickup of all election equipment, and secures all polling locations for election activities.
Coordinates:recruitment, notices, selection, and assignment of election workers including AV Board.
Organizes: any changes that may occur to precinct boundaries and precinct maps.
Oversees: and assists in the election computer programming and the Public Accuracy Test.
Reviews: and informs Township Clerk of all new election laws, proposed legislation and practices.
Tracks: all election expenses for the purpose of reimbursement, as applicable to the State, County, or school districts; election workers hours and classes attended and submits for payment.
Trains: staff on election procedure, processing AV Ballots, voter registration, prepares instructions and presentations for election workers. Attends necessary Election Conferences and training necessary and classes required by the State to meet the requirements of the Election Officials' and Election Inspector Training Coordinator Accreditation Programs.
Special Items:
Performs a variety of support tasks such as preparing mailings, proofing notices and making copies. Resolve issues or problems that may arise. Perform other duties as required.
Requirements:
- Four years or more office clerical experience.
- Two years of municipal election experience.
- Experience utilizing MS Office (Word, Excel and PowerPoint) software.
